ITANAGAR, Jan 28: Galo Students’ Union (GSU) has welcomed the decision of the state govt. to hand over the ‘Aalo case’ to the Special Investigation Team (SIT) of the state police for further investigation and the assurance to rehabilitate the bereaved family members of late Goto Yudik.
While lauding the role of elected representatives of East Siang, West Siang and Upper Subansiri Tako Dabi, Takar Marde, Gojen Gadi, Jomde Kena and P D Sona for calling on the Chief Minister to discuss the issue, GSU hoped the SIT would conduct the investigation in a very transparent manner and there would be no any interference from any quarter while investigating the case.
It urged the state government to give a logical conclusion of the case by punishing all the culprits thus giving justice to the departed soul.

DNN celebrates its foundation day
ITANAGAR, Jan 28: Doimukh Nyedar Namlo Unit celebrated its 13th Foundation Day at Rono Ground, Doimukh yesterday.
The programme started with hoisting of flag by Nirm R.T Tara, President, Central Nyedar Namlo(CNN) followed by Mass World Peace Prayer led by Nirm Tana Ekha.
Various literary, cultural and games and sports competitions were conducted to mark the occasion. Midpu Village was adjudged the champion team.

No change in festival date: DPS
ITANAGAR, Jan 28: The Danyi Piilo Society (DPS), Ziro in a release today said that the Society along with the All Hong Yugyan Atos, Myoki Nyibus, GBs of Hong village and others have decided not to accept the ‘forceful change’ of the date of Myoko festival from March 20 to March 10. The DPS said that the festival will be celebrated as usual as per date fixed from March 20 in Hong village in Lower Subansiri district.
Seppa, Jan 28: East Kameng Deputy Commissioner cum District Magistrate Tope Bam while declaring illegal the proposed district bandh from December 29, 5 am to December 30, 5 am demanding eviction of encroachers of Govt. land mainly in sensitive public areas by private individuals as well as cancellation of all allotted Govt. lands in sensitive public places to private individuals has imposed U/S 144 Cr. PC with effective from January 28.
The order prohibited assembly of more than five persons in public places within Seppa Township during the period of so called proposed district bandh. No individual or group of persons, organizations are allowed to cause inconvenience to the movement of traffic such as road blockade etc.
The DM has instructed Police and the Executive Magistrate to enforce the order and take all necessary preventive actions.
All Govt./Semi Govt. institutions are also instructed to submit the attendance report of their subordinate officers and staff to the DC by 4.30 pm on the day of bandh in order to take action against the absentees treating them to be the sympathizers of bandh. DIPRO
Arunachal team to participate in Santosh Trophy
ITANAGAR, Jan 28: Arunachal Pradesh would participate in the 67th National Football Championship for Santosh Trophy to be held in Kerala and Uttar Pradesh from February one to March three, informed Arunachal Pradesh Football Association general secretary G Doke.
Arunachal Pradesh has been placed in Cluster ‘B’ along with Karnataka, Himachal Pradesh, Bihar and Daman & Diu. The state will play their first match against Bihar on February 10, second match against Himachal Pradesh on February 12 third match against Daman and Diu on February 14 before playing their last cluster match against Karnataka on February 16.
The coaching for players is being conducted by NIS trained coach Kipa Bharat at Rajiv Gandhi Stadium.

CM requests Army to recruit more local youths
ITANAGAR, Jan 28: Top officials of the Indian Army and the Indian Air Force (IAF) today morning called on Chief Minister Nabam Tuki to discuss core issues related to Army and IAF activities in Arunachal Pradesh. The discussion was also attended by Chief Secretary H K Paliwal and Principal Secretary to CM Yeshi Tsering besides Bandhana Deori, Commissioner GA and DA.
While Shillong based Eastern Air Command Air Vice Marshal Praveen Bhatt discussed issues related to DM range of the IAF and other activities in the frontier state, Tezpur based 4 Corp GoC Lt Gen CA Krishnan took up the issues of land requisition and road communication in the border state for Army activities.
Assuring cooperation and all possible help from the state government for Army and IAF activities in the state, the Chief Minister reiterated his appeal for taking into confidence the local populace wherever the Indian Armed Force operated or are based.

On the issue of land acquisition for army purposes, the Chief Minister asked the Chief Secretary to call a meeting of all concerned deputy commissioners and give a timeline for completion of the processes so that projects are implemented immediately without any hindrances.
The Chief Minister also discussed of possibilities of the Indian Army and IAF to participate in the forthcoming Statehood Day celebration that coincides with the Festival of Arunachal in February next. The Indian Army had put up stalls in the last celebration that was a huge success. This time, he suggested, besides stalls the Army as well as the IAF could add more color to the festival through displays and other acts of daredevilry.

ANSU celebrates its 31st Foundation Day
ITANAGAR, Jan 28: The All Nyishi Students Union (ANSU) has celebrated its 31st foundation day at Tallang Hira Memorial Complex here this morning in a simple but impressive function.
The celebration started with the hoisting of flag by ANSU president Sikka Gapak in presence of its entire executive members and former ANSU president Niglar Veo.
In his presidential address, Gapak called upon the youth to change their mindset from “dao culture to pen culture”.
“Let this 2013 be a year of new beginning for our youth from dao culture to pen culture and take leadership role in overall growth of our state,” Gapak added.
Informing about the basis for foundation of ANSU 31 years ago by select group of educated youth from the Nyishi community, Gapak informed that in order to remain in one roof to voice for common pursuits ANSU was formed in 1982 at Doimukh with Dera Natung and Techi Nyokum as its first president and general secretary.
He clarified that ANSU is not communal but a community based organisation which strives to work for the upliftment of its member without sabotaging the interest of other community.

The ANSU president also expressed serious concern over the use of gun among the youths while referring to the recently concluded AAPSU election where more than 300 arms were reportedly seized by the security personnel at Ziro, Lower Subansiri. He squarely blamed the Lower Subansiri administration for not making any headway in taking legal action against the gun owners.

Angling festival ends with positive note

ITANAGAR, Jan 28: The Arunachal Angling Festival 2013 which began on 24th of this month at Pitapool, Yazali ended today. On the last day of the festival, the participants went for river rafting expedition in Pare River and set up camp at Chiputa village, nearby Midpu.
The festival aimed at creating awareness on the need for conservation of fish species for future generation was organized by Arunachal Adventure Association in collaboration with department of tourism and sponsored by North East Council.
The organizer released fingerlings in Panior and Pare Rivers as part of its efforts to ensure that population of fish multiplies in days to come.
The festival witnessed participation of students from schools and colleges and ordinary villagers. Besides Angling, river rafting expedition was the star attraction of the festival.
Meanwhile, organizing chairman of festival Chukhu Mama expressed his gratitude to all the people who helped to make the festival a grand success. “This was our first attempt to organize such kind of festival where local people can be educated about need to safeguard our flora and fauna for future generation and also tourism can be promoted by such festival. We learn many things from this festival and we apologize if we lacked somewhere.” He further added, “We extremely thankful to NEC for supporting this event. We also extend our gratitude to tourism department, especially parliamentary for tourism PD Sona, Secretary Sonam Chombay and director AK Singh for wholeheartedly supporting this event. Without their support and help this festival could not have been a reality.”
“Officials of sports and youth affairs department lead by its director and joint director Tadar Apa has also encouraged us a lot during the entire festival. Special steps taken to address tribal issues: Ramesh
New Delhi, Jan 28: The Rural Development ministry has taken special initiatives to address the concerns of the tribal communities, according to Union minister Jairam Ramesh.
The Ministry also decided to separate the Scheduled Caste and Scheduled Tribe components in its development programmes to make sure that the backward tribals get the benefit of the ambitious ministry schemes like Indira Awas Yojana (IAY) and National Rural Livelihood Mission (NRLM).
In a letter to Tribal Affairs Minister Kishore Chandra Deo, Rural Development Minister Jairam Ramesh said since inception, in schemes like IAY and NRLM, there is an insistence of 60 per cent benefits being given to SC/STs.
"But there was no separate target for STs and naturally no monitoring. Now, we have decided to separate the SC and ST components so that the scheduled tribes get a definite portion of the scheme in keeping with their backwardness," he said.
The Ministry has introduced a programme under Indira Awas Yojana to provide houses to all Scheduled Tribes given rights under the Forest Rights Act (FRA), 2006.

BRGF annual plan 2013 approved
DAPORIJO, Jan 28: A District Planning Committee (DPC) meeting was conducted at the Rijo Conference Hall, Daporijo today for the approval of the 5 years Perspective Plan and Annual Plan 2013 for development grants under Backward Region Grant Fund (BRGF). The Meeting was attended by the Zilla Parishad cum DPC Chairperson Nakap Nalo, DPDO cum ADC Gejum Ete, Astt. Director (PR) A G Ligu, R Shrivastav(SIRD), DPO S Timba, DPC members and member secretaries.
During the meeting, R Shrivastav of SIRD (the Technical Support Institute (TSI) under BRGF) presented and explained the detailed BRGF Perspective Plan and Annual Plan 2013 through a power point presentation which was examined and approved by the committee.
Addressing the meeting, Nalo stressed on the importance of timely preparation of clear cut Action Plans for better implementation of development works under BRGF in this extended period up to 2017 of the Scheme. He sought cooperation and coordination amongst the departments for making the BRGF scheme a success and in the process making the Upper Subansiri district from backward to a developed one.
Speaking on the occasion, G Ete said that Upper Subansiri is the only district under BRGF in the state and the advantage of this status for which various developmental schemes are being provided should be taken as opportunities.
Remarking on the passing of the Action Plan 2013, he said that it was a district vision that the people of the place had seen for their district, and so should not fail and called for good developmental work to be done. He also spoke on the need for timely release of BRGF funds by the government so that development could take place in the district.

Workshop cum awareness campaign

ITANAGAR, Jan 28: A block level workshop cum training and awareness campaign on handling of field test kit (FTK) for safe drinking water and sanitation was conducted by the PHE & WS Division Itanagar in collaboration with the NGO partner Socio Economic Educational Development Society(SEEDS) at Tapioso Community Hall, Tapioso Panchayat,IVth Upper Balijan under Sandupota circle on January 25.
The campaign was primarily organized to sensitize the people of the area about various issues related to Nirmal Bharat Abhiyan (NBA) and National Rural Drinking Water Programme (NRDWP) and handling of FTK for water quality monitoring and surveillance.

While coming up with the FTK demonstration, the district consultant appealed all the gram panchayat members to render their valuable support and cooperation to conduct such needful FTK testing, twice for bacteriological testing and once for chemical testing in a year for all the water sources within their habitations.

He highlighted the various programmes undertaken by his department and also gave information regarding various developmental schemes launched under CM programmes.
Republic day was also celebrated at newly inaugurated Lawnu circle Hq. L.Thungon, CO, Kanubari unfurled the tricolor amidst huge gathering of PR members, GBs, Chiefs, public, students etc. Republic Day was celebrated in all the villages of Kanubari sub division in a peaceful manner.
The ICDS project, Kimin under the department of women and child development has organized a Mela to help the local SHG groups of Kimin and Kakoi circles to display their handicrafts, agriculture and sericulture produces during the Republic Day celebration at Kimin.
Local administrator S Lowang inaugurated the Mela in presence of Kimin ZPM Bamang Yayu and other panchayat leaders and general public. Apart from SHG products, the ICDS project Kimin put up stall and created awareness on the schemes on under the department of women and child development.
A friendly football match was also played between EAC XI and ZPM XI as a part of the R day celebration.

150th birth anniversary of Swami Vivekananda celebrated at RKMS
KHONSA, Jan 28: The 15oth birth anniversary of Swami Vivekananda was celebrated at Ramakrishna Mission School, Narottam Nagar, Deomali with various programmes yesterday.
Speaking on the occasion, Finance and PWD Minister Chowna Mein recalled the immense contributions of Swami Vivekananda and asked the students to follow his lofty ideals. He asked the students to take maximum benefit out of the great facilities being provided by the school and lauded the teachers of the school for the brilliant academic result the institution brings every year. He further asked the students to maintain discipline as without strict discipline nothing could be achieved.

Dear Editor,
Through the columns of your esteemed daily I want to let all the Assistant Teachers of Arunachal Pradesh know that our Arunachal Teachers Association has deceived us by compromising with GoAP for Rs 5 crore Shikshak Bhavan building which once again has paved the way for the GoAP to anomalies the pay structures of Assistant Teachers in coming 7th pay commission. Be alert and aware of what we are losing to the govt. The ATA is going to have 5 crore building but I am not sure if any Asstt. Teacher will be accommodated there in time of need. I also want to urge the CEC ATA not to play childish games with expectation of thousands of A/Ts. You could have asked the GoAP to disburse Rs 5 cr to A/Ts who are being deprived of their partial pays since 1998. We are here to contribute more than 10 crores for shikshak bhavan. You know the lion’s share of the ATA funds are coming from A/Ts and they are the fore runner of any activity say it for strike or any other in different districts. If they are deceived as done this time, there will be no one to be called ATA. Really, ATA has disheartened the expectations and aspirations of A/Ts.
