Special steps taken to address tribal issues: Ramesh

New Delhi, Jan 28: The Rural Development ministry has taken special initiatives to address the concerns of the tribal communities, according to Union minister Jairam Ramesh.

The Ministry also decided to separate the Scheduled Caste and Scheduled Tribe components in its development programmes to make sure that the backward tribals get the benefit of the ambitious ministry schemes like Indira Awas Yojana (IAY) and National Rural Livelihood Mission (NRLM).

In a letter to Tribal Affairs Minister Kishore Chandra Deo, Rural Development Minister Jairam Ramesh said since inception, in schemes like IAY and NRLM, there is an insistence of 60 per cent benefits being given to SC/STs.

"But there was no separate target for STs and naturally no monitoring. Now, we have decided to separate the SC and ST components so that the scheduled tribes get a definite portion of the scheme in keeping with their backwardness," he said.

The Ministry has introduced a programme under Indira Awas Yojana to provide houses to all Scheduled Tribes given rights under the Forest Rights Act (FRA), 2006.

Spelling out the steps taken by the Ministry to address the specific concerns of the tribals, Ramesh said under the NRLM, the Ministry has taken up initiatives to add value to non-timber forest produce in different states, ensuring that tribals get full benefits of this value addition.

"In addition, areas from where trafficking in women is high have received special focus," he said.

Ramesh said the Ministry, under its rural road scheme, has taken steps to connect all tribal habitations in scheduled areas where population is above 250 with all-weather road.

A high level committee has also been set up to advise the Ministry on implementation of the tribal component of different programmes like MNREGA and NRLM in a sensitive and proactive manner.  PTI

Irregularity in WRD tender; deprived bangs to move in court

Correspondent

PASIGHAT, Jan 28: Irregularities alleged in tendering process by Pasighat division of Rural Work Department (RWD) for construction of rural link road in Mebo Sub-division in East Siang district.

It may be recalled that the RWD, Pasighat division, by Press Tender Notice No-TND/RWD/PSG/Mebo/NIT/ 02/2000-11 dated January-15, 2013, called bid tender against five schemes for Rural Link Road construction in Mebo subdivision funded under Special Plan Allocation (SPA) for the year 2012-13.

The local people, including some deprived bidders have alleged that the ‘Tender Opening Committee’ of RWD led by its Executive Engineer is playing partite role in the tender process. It is alleged that the committee favoured some businessmen and allotted them the entire works through an unhealthy ‘wheeling-dealing’.

People alleged that the committee in one hand rejected papers of four other bidders without any valid reason and accepted the objectionable tender papers submitted by the rest one on the other hand.

As per government rule, the affidavits containing declaration of representative and correctness of the submitted documents/ information should be made in Non-Judicial Stamp (NJS) paper of Rs 10, but the alleged bidder made all these on NJS of Rs 5 only, which should never be accepted under any circumstance.

Allegations have claimed that tender papers submitted by four bidders were rejected by the tender committee on the ground of shortage of envelop in the paper file. But the same committee accepted the others, where they made some violation of government rules in the affidavit papers submitted with the tender papers.

Alleging unfair conduct of the tender opening committee regarding the SPA works and violation of right of equality, the deprived bidders have cautioned the authority to go to the court for justice. If the committee can reject our papers on ground of shortage of single envelope, how can it accept the affidavit made in violation of norms and guideline, they questioned.

UN hails Verma Report

A new report proposing ways to tackle violence against women in India represents a groundbreaking basis for action, the United Nations human rights chief said, urging the Government to follow through with its recommendations.

The report was produced by the Verma Committee, which was named after former Chief Justice Jagdish Sharan Verma and set up in the wake of the death of a 23-year-old woman whose gang-rape in New Delhi last month sparked nationwide protests.

"This report and its far-reaching recommendations are not only a tribute to the brave young woman who was raped and murdered five weeks ago, but to all victims of sexual violence and assault in India," said UN High Commissioner for Human Rights Navi Pillay.

The report recommends a number of far-reaching changes, including punishment for marital rape, domestic rape and rape in same-sex relationships; requiring police officers to register every case of reported rape and ensuring that those who fail to do so face serious repercussions; ensuring accountability of police or armed forces personnel for sexual violence; and punishing offences such as stalking and voyeurism with prison terms.

The report also calls for a change in the way rape victims are treated by changing the humiliating protocol for medical examinations they experience; cracking down on extra-legal village councils, known as khap panchayats, which often issue edicts against women; implementing measures to improve sexuality education in schools and the community; and making new legal requirements and electoral reforms to ensure that people charged with criminal offences may not hold political office.

Pillay acknowledged some steps already taken by the Government, including the establishment of fast-track courts, and urged all political leaders of the country to rally around the Verma report and make it a national priority to execute its recommendations.

Don’t deceive us

Dear Editor,

Through the columns of your esteemed daily I want to let all the Assistant Teachers of Arunachal Pradesh know that our Arunachal Teachers Association has deceived us by compromising with GoAP for Rs 5 crore Shikshak Bhavan building which once again has paved the way for the GoAP to anomalies the pay structures of Assistant Teachers in coming 7th pay commission. Be alert and aware of what we are losing to the govt. The ATA is going to have 5 crore building but I am not sure if any Asstt. Teacher will be accommodated there in time of need. I also want to urge the CEC ATA not to play childish games with expectation of thousands of A/Ts.  You could have asked the GoAP to disburse Rs 5 cr to A/Ts who are being deprived of their partial pays since 1998. We are here to contribute more than 10 crores for shikshak bhavan. You know the lion’s share of the ATA funds are coming from A/Ts and they are the fore runner of any activity say it for strike or any other in different districts. If they are deceived as done this time, there will be no one to be called ATA. Really, ATA has disheartened the expectations and aspirations of  A/Ts.

Yours’
